My neighbor almost drive me crazy because some ridiculous behaviors. For example, he likes to park his car between my home and his home. Every time when my father wants to drive his car out of the garage, his car always obstructs us to go out. Although we have told him not to park his car so closely to my home, he still presents that he is mindless. I don’t know why he likes to do this stupid action. But he has already annoyed my family. If he does this action again, I will call the police to solve the problem.

An idiomatic way of saying this in American English is "My neighbor is driving me crazy because of his ridiculous behavior".
The third sentence should begin thus: "Every time my father wants..."; and it should end thus: "obstructs us from going out".
"so close" is correct.
"he still presents that he is mindless" is not natural English. It could be one of the following: "he still doesn't {understand/get it}" or "he still acts like a mindless jerk".
Your neighbor and my neighbor back in Shanhua must be identical twins: that guy does the same thing.
I don't know if that will solve the problem. You'd better find out whether he has any gangster friends or relatives. This, I think, is one of the reasons that Taiwanese don't like to complain about their neighbors.
